In a small saucepan, whisk together the brown sugar and water over medium heat until the sugar fully dissolves.
Lower the heat to medium-low and add the pumpkin puree, sweetened condensed milk, pumpkin pie spice, and a small pinch of salt. Whisk until everything is smooth and well combined.
